Welcome to Eastern Nile Subsidiary Action Program (ENSAP)

Background.

The Eastern Nile Subsidiary Action Program (ENSAP) is an investment program by the Governments of Egypt, Ethiopia and the Sudan under the umbrella of the Nile Basin Initiative (NBI). It is led by the Eastern Nile Council of Ministers (ENCOM), comprised of the Water Ministers in the three Eastern Nile countries, and an ENSAP Team (ENSAPT) formed of three technical country teams. The objective of ENSAP is to achieve joint action on the ground to promote poverty alleviation, economic growth and reversal of environmental degradation.

The Eastern Nile Technical Regional Office (ENTRO) was established by an ENCOM decision in 2001, started operation in June 2002 in Addis Ababa, Ethiopia, and was restructured in 2004/2005. ENTRO manages and coordinates the preparation of ENSAP projects, capacitate and strengthen institutions and provides secretariat support to ENCOM/ENSAPT. ENSAP projects through: capacity building in social development, input to project design, formulation of guidelines, initiation of pilot and background studies and analysis; and networking with

ENTRO’S VISION 2015:

  • By 2015, ENTRO has transformed to an all inclusive Eastern Nile Sub-Basin Organization with a ratified legal framework that satisfies the needs of the present and future generations of the riparian countries.
  • ENTRO is a competent, credible and prestigious organization for the cooperative sustainable development of the Eastern Nile. ENTRO is an open-minded organization, receptive to new ideas and willing to develop and change. It has a highly motivated and experienced staff, working in productive teams inside ENTRO and with all ENSAP organs in the Eastern Nile countries and partners elsewhere. Funds and expertise are available to further the cooperation to new levels.
  • ENTRO has achieved substantial action on the ground and has seen inaugural ribbons of joint multi-purpose projects cut. A series of new projects have been prepared and are being implemented, not only realizing the benefits from the river but also to and beyond the river. ENTRO is successfully furthering and augmenting the drive towards free flow of goods, services and people between the countries. There are no boundaries between the Eastern Nile countries in the minds of their peoples. Instead, one river system brings the people together to share the benefits of cooperation. Public and private, foreign and local investments are flowing into the region. Substantial part of the Eastern Nile Operational Vision 2020 has been achieved.


ENTRO is a model basin organization that has achieved best practices in integrated water resources development and management.
